Vibration or the pixels jitters a bit like jello

I want parts of the screen or pixels to vibrate or jitter in a random pattern and place. Add a “screen vibration” feature that does that. This is to emulate CRT monitor technology’s deficiencies where electrical interference and internal hardware issues can cause pixels to slightly jitter and vibrate at random intervals in small areas. Add in slider control for vibration:

• Frequency (how often it appears over time)
• Intensity (how much it vibrates by)

The vibrations should be smooth and elastic, like the pixels are smudging and pulling in an elastic way. It should NOT be pixels suddenly moving. It should be wavy.

The vibration should not affect the entire screen. It should affect small portions of the screen at random intervals, especially lighter pixels.

the vibration should be very quick, like a shudder, or the vibrations of a guitar string. And when it happens it should disappear within 100ms to 800ms.
